Cannabis to protect and enhance Christchurch and Canterbury's critical community assets

 I am a mayoral candidate..

I have a clear intersectorial pathway of how to stay ahead of the inevitable. I have prepared an analysis based on my influence, relationship and a three month observational Canadian study and the latest evidence of a NZ$93 billion GDP dividend bringing subsequent outcomes experienced in Canada.

I intend to release it on Sept 16th.

I've developed a comprehensive strategic framework showing how cannabis economic dividends could be systematically applied to protect and enhance Christchurch and Canterbury's critical community assets.

The strategy addresses all your specified community development
priorities while projecting a regional cannabis dividend of NZ$620-730 million annually (15% of the national total).

Key Strategic Elements:  Asset Protection Focus:

# Christchurch Airport: NZ$100M annually for community ownership transition, climate resilience, and crisis response capability

# Lyttelton Port: NZ$105M annually for earthquake/tsunami resilience and sustainable operations

# Public Transport: NZ$120M annually for light rail, electric buses, and active transport networks

# Housing Assets: NZ$110M annually for community housing and tenant protection

Community Development Integration:

# 4,200+ apprenticeships across infrastructure, green technology, maritime, and manufacturing trades
# Community ownership models preventing asset stripping and ensuring local benefit retention
# Climate adaptation investments future-proofing infrastructure against sea-level rise and extreme weather
# Emergency preparedness enhancing regional self-sufficiency during crises

Democratic Governance:

Regional Asset Trust with community-elected oversight
Neighborhood assemblies for local input
Worker cooperatives for asset operations
Indigenous partnership ensuring meaningful Māori participation

The strategy emphasizes long-term community benefit over short-term profit, creating genuine economic resilience while addressing climate change through systematic emissions reduction (50% by 2030, carbon neutrality by 2035).

This approach transforms the cannabis dividend from simple tax revenue into a foundation for community-controlled sustainable development, positioning Canterbury as a national model for democratic asset management and climate resilience.

Sell the TOWN HALL, it is not fit for purpose!

If the notion that there is the incumbent, the Minto and the alcohol guy, and that's it has been reinforced across a significant proportion of the venues where debate has been touted as being between the big three, then consider this.

Civic debate has been held in the Town Hall since forever, until the quake. We paid for that Town Hall, we vexed over that Town Hall, and then we paid to fix that Town Hall, and for what? So it can't be used for Civic debate. If that is so it is not fit for purpose and should be the first asset to go!

I have recently learned that the local Chinese newspaper has 'the big three' again. Yet this candidate is the only one learning Mandarin and is travelling to China to continue his observational study of the human-canine relationship.

我最近了解到,当地的中国报纸再次拥有“三巨头”。 然而,这名候选人是唯一会学习普通话的人,他正前往中国继续他对人与狗关系的观察研究。

1,2,3 or 4, for the District Health Board. What do you see as the big issues impacting the mental health and wellbeing of Cantabrians?

** What do you see as the big issues impacting the mental health and wellbeing of Cantabrians?
mayorblairmediaimage.jpg

Systemic issues relating to post-earthquake interface with insurance and repair failures. Urban design and social equity that is counter to connectedness and wellbeing. Role of Alcohol in dysfunction, illness, accident, violent crime (personal security) , FAS and the disconnect with other popular drugs of choice, though (currently) illicit. Clarity from an evidence-based perspective surrounding the issues pertaining to the 2020 referendum to re-classify herbal cannabis. And finally the social habitat, housing and equitable and affordable access to services, for everyone.

** How confident are you in your personal understanding of mental health and addiction issues in Canterbury?
Very, though happy to acknowledge the work that is done at the pit face, the candidate has a long-standing relationship with the health sector where it interfaces with drug policy at both regulatory, education and its pharmacology. A 47-year history of doing so, some say successfully ?

**How confident do you feel implementing national mental health strategy and policy?

If one can handle the vexing and still unresolved tensions underpinning the National Drug Policy and its intersect with Mental Health (ie: Raurimu Massacre), all things are possible. Of particular interest is the dropping of the use of the phrase 'addiction' from the DSMV and the recognition that harm reduction doesn't follow increased usage or prevalence of use. And that criminalisation policy is institutionalised stigmatisation with the burden of .it being ageist, sexist, racist and classist in the application. The writer co-founded Educators for Sensible Drug Policy where we have a legacy [and currency] in the Canadian implementation of Cannabis Law Reform. (see EFSDP.ORG)

**What are your views on cannabis legalisation?

Deserving of support,
for if the referendum should fail the 'right thing to do' will be delayed 10 years or more.
Expungement of records and saying Sorry is imperative.
All cannabis law as it presently stands is exacted under the warrant of the minister of health but policing dominates the 'health interventions' with its continuing legacy of enforcement at all costs that lead to poor outcomes such as impediments to health promotion deviance amplification and alienation from rule of law.
The real 'diamonds in the sky' will be climate mitigation and health dividend from hemp, both from the known current industrial, boutique and innovative uses, aside from the social dividend of 'hope'  leading to prosperity and employment opportunity.

** What would candidates like to see happen in Canterbury with the increased funding that will come about following the mental health inquiry report implementing and wellbeing budget?

There will never be enough money, but what we do do is measure, measure again and follow the money = success trail,

**What role do you see the health system in Canterbury playing in trauma recovery? Especially for young people impacted by earthquakes, fires, school lockdowns recently etc.

Many people know me for what I do, I train and work with the behaviour of Dogs. Nothing quite works as powerfully or as simply.
This is seen and evidenced time and time again, especially in children. Courts now use companion Dogs for their social dividend in post-traumatic 'evidential' trials. Such emerging innovative concepts should be explored, trialled and assessed.

Biophilic Cities have and deliver healing,  Dogs are the natural environment that lives on the ends of our beds. They contribute to significantly elevated walking levels (See UK MENE  study) that contribute to real dollar savings health and wellbeing dividends. We can be better informed to make access to these cost-saving public health deliverables possible. Christchurch/Canterbury is well-positioned to enable and foster such i
nnovations.

**What do you see your role being with regards to improving cultural competence in Canterbury health services?

I can, without any doubt account for 'improving the social, scientific and educational dialogue surrounding the culture of cannabis such that as a candidate 'also standing for Mayor' if I were elected, I would be Chair of Healthy Christchurch, the very organisation that kicked me out because Cannabis (and seemingly being informed about it from a health and safety perspective) saw this candidate relegated to UN-Healthy Christchurch by its sponsors.

**What is your knowledge of and views towards peer support for people with mental health or addiction issues?

Hold on to your Mates! was a community and public health initiative focused on alcohol, yet C&PH cannot talk about 'don't share spit' because to do so is fostering illegal activity. This doesn't reconcile with needle exchange. The difference is advocacy. It is peer support networks that are imperative to harm reduction/minimisation. (again proof that the current legislative response is harm maximisation)

**What are your views on the value of consumer advisory roles? Would you be interested in working with Awareness for consumer input into your work?

There are people more skilled and more competent than I (I applaud the work for example of anti-violence folk who work with the perpetrators) but that is why listening to consumer AND advocates is so so important. In Cannabis policy we have forgotten the consumer.... and what they bring to the table. We are talking about them when it should be no decision about us without us...

It is these areas that I believe the Board needs 'the best consumer advocate it can enlist' but in this case, it is the voter who is left to determine (under STV on which I lobbied, extensively) which sentiment is to 'make it in'. There is no more important time for such consumer advocacy.

In addition, the writers working knowledge of air pollution, congestion, urban planning, transport, energy and social justice in climate 'emergency' environments all contribute to the enabling a sense of place, participation and personal wellbeing.

Finally, the writer has a deep but lay knowledge of medicine has been an IT consultant in the field, with direct experience in pathology and networked health delivery for three global corporates, Burroughs Corporation, International Computers Limited and Honeywell Information Systems and was in private practice as a technology consultant for thirty years.

The writer is presently a director of a successful property and investment company and maintains a passion for skiing.

Doing it!, "Simple on a SoapBox" style.

Welcome to the 2019 Civic Election, its Mayoral race and an insight into campaigning "Simple on a SoapBox" style.

Lunchtime today, I officially commenced my public soapbox meets, first on Cashel Mall under the shadow of the  Bridge of Remembrance. (some will know that I was arrested for doing this a few years ago!)

My next public venue is an appearance at the comedy event of the year at "the Rolling Stone" on Columbo St.,  this coming Saturday Evening.  "Canvassing For Your Opinion".

Of course, the Media is pretending there is only the Incumbent, the Minto and the Alcohol guy! Now there is a roast!

Rejuvenation Eastward De-Railed?

And Rail goes West

Christchurch Transport plan... Where is the "Joined Up" thinking?
Where is the rail report informing these decisions... I seem to recall we paid a couple of million dollars for it?

Rejuvenation Eastward De-Railed?

Where is the multi-modal climate changing "narrow" dual carriageway express transit orbiting between hubs building our rating base.

Are we OK with our rates subsidising $100,000 to every house in the suburban green fields (there is an irony) with horizontal infrastructure (pipes)  and amenity (parks), and pretending developers haven't had a play in that unsustainable solution? And all while pretending this is all about fostering investment on the inside of the Four Avenues.

The arteries of the City define where it can grow and where it will die. No arteries to the Heart and it will die too.

This is the time to be defining the smarter, quieter, healthier steel wheel network.  Internalise the benefits. Roll it out ourselves. Hub to Hub at 500 meters of climate changing social infrastructure laid - Overnight. Every Night.

[Note too: It takes Two Months to just repair 500M of road.... ]

When coupled with promotion of routes where significant volumes of car traffic can be attracted, commercial schemes become practical. Here the operating surplus can be used to fund part or even all of the capital investment. This would be a win-win situation, where public authorities can benefit from having new light rail schemes in their areas, without the cost or trouble of having to promote them. TRAM Power Ltd. is working with a number of local authorities which are interested in having privately promoted and funded light rail or tramway schemes.

Let the Battle (for mind share) begin.

As a contester in the upcoming local body Christchurch  Mayoral election, one can be forgiven for thinking the media have commenced their play in determining who is elected.

No one has yet registered with the electoral office.

It may yet come down to the difference between the 'serious contenders' where the lightweights make the difference. Media forget this....

In all likelihood, this candidate may well be the only person who has contested Christchurch East in National and Local Body elections, and contested the City mayoralty before. (three times)

I am looking forward to applying to the electoral commission for the "serious contenders" only  forms to fill in.

Let the good times roll......

On Thinking Big in Christchurch.

English: N1brick
English: N1brick (Photo credit: Wikipedia)
If there is a lesson unlearned from all this investment in bricks and mortar marketed as services is that we are all to ready to give up our ownership, operationally and in terms of civic use/access.

So our anchor projects are too employ a few people at base rates. It brings a few people to other peoples businesses in exchange for an inequitable  public benefit,  but it doesn't just fail there. If we,, as a city are to put a dollar down and everything on tick into these grand plans we have to internalise all  the benefits.

If replacing  and improving is worth doing for other people to profit from it, it is worth doing for us, for our benefit, for our children's benefit and not the shareholding 'returns' to otherwise foreign and/or distant enterprises.

Only on these criteria should we proceed. Design it so it is our solution, our asset and our character that is on display... not the functional but sparse tilt slab that we had in Kilmore Street, a facility we leased out to others because we couldn't/wouldn't sell it ourselves.

If WE cant do the latter, we shouldn't fund it... not until we are smart enough to realise money without brains values neither.

Mans Best Friend... - Banned

"The comfort and contentment offered by animals is documented in a large number of studies with vulnerable people, including children, the elderly, and people with disability, disease and loneliness."  [Lynette A. Hart, Ph.D., a professor of veterinary medicine at the University of California.]

So why have we ignored the roll of 'mans best friend' in the urban city rebuild?

Symetric Analysis Challenges Thinking Men

Collective Red vs Private Greens

The assets of Christchurch are popular because they are OUR assets. Not because some speculator(s) might pay an undisclosed sum for ALL the shares. It is not what they are worth that make them assets, rather that we have them.
If we sell them they cease to be assets.
The capital becomes a fungible book entry incapable of tangible merit or ability to evidence return. Further more we loose strategic control of the ability to internalise the benefits of the structures we depend on... we may as well sell the Selwyn River Bridge to a body corporate upon whose whim, tolls will be paid. It is insulting to render a taxation per use on the very folk whose asset it once was.
That makes it worse than theft.
We had an earthquake, to whom is is logical that it is a 'good idea' we sell the undamaged bits?
The power of the collective asset and asymmetry of analysis is all the more ironic given the PGG Building was a civic asset built by and for the Christchurch Drainage Board without whom our city would neither be the shape, size or reclaimed from swamp that it is.
Or that we might want to make a Park out of much of it in honour of the collective loss.

Seeing Red

Aftermath of September 4th Earthquake in Chris...

Zoned RED today....  an outstandingly stupid decision that can only be described as serving the longer term interest of developers. There is NO utility to the community or safety deficit acrue in anyway by asking us to move out.... other than provide an OUT for the insurance company to void its responsibiity to effect repair in accordance with its obligation.

We have no liquifaction. We live on a remnant Wainoni sand dune. The damage is the same as it was post feb 22. We live on the arterial. Services are not broken. This is not an equitable decision. Nor is it justifiable. The value is not in our 'rateable' value, it is in our location. It cannot be reasoned that this locaton is at risk any more than it was before feb 22.  So why the revised
'call' that cannot be questioned, especially as we have been advised by several builders that we can be 'rebuilt' with secure foundation.

I sense another "Joe Bennet" moment coming on....

If we move, we will be taking several 100's of thousands of dollars of annual
income to Christchurch with us.  (> 800 visitor bed nights on current interest
with growth potential >3-5times this.)

It is not just a question of another 'house' goes west. (and saves AMI a bob or
two),

It goes beyond being reasoned, consulted and rationalised. It is arbitary,
capricious and negligent when human rights along with due process flies out the
window courtesy of Gerry, Bob et al.

The evidentially deminishing earthquake(s) I can stomach. Today's  decision to
zone us out I cannot.
